Gaming Revenues Fall, but There are Glimmers of Hope

DOVER, Del., July 23 /PRNewswire/ — casino revenues fell throughout the United States in June but showed some signs of stabilizing, according to the National Revenue Report published by Fantini Research.
Gaming win in regional casino markets fell 1.38 percent to $2.225 billion, a deterioration from the year-to-date gain of 1.57 percent.
The damage was worse when new casinos are factored out. Same-store revenues fell 5.66 percent.
However, there are glimmers of hope, the report’s author, Frank Fantini, said in pointing to casino companies such as Ameristar, Pinnacle Entertainment and Isle of Capri that grew revenues through expansions.
Other bright sports include the emerging racino markets of Pennsylvania and New York, where revenues soared 48.9 and 15.5 percent, respectively.
Nonetheless, the 32-page report details the industry’s glum status at mid-year as casinos fight a slow economy, smoking bans in major markets (Atlantic City, Colorado, Illinois), new competition (Atlantic City, Indiana, New Orleans) and flooding rivers (Iowa, Mississippi, Missouri).

Professor Assails Inaccurate Claim by Congressman, Encourages Responsible Internet Gambling Regulation

WASHINGTON, July 21 /PRNewswire-USNewswire/ — Dr. Jeffrey L. Derevensky, a leading professor at McGill University, contends that Rep. Spencer Bachus (R-Ala.) incorrectly cited the university’s research on gambling addiction in arguing for the continued prohibition on Internet gambling. Derevensky in fact believes that the regulation of online gambling is an opportunity to put in place safeguards to combat problem and underage gambling.
In a mark up of the Payments System Protection Act (H.R. 5767) in the House Committee on Financial Services on June 25, 2008, Rep. Bachus, citing research at McGill, claimed that one-third of college students who gambled online attempted suicide.
“This assertion, which is reportedly based upon our empirical research, is not predicated upon any factual evidence,” responded Derevensky in an interview with the Safe and Secure Internet gambling Initiative. “None of the studies conducted with adolescents or college students, to the best of my knowledge, have looked at a connection between Internet wagering and suicide attempts.” Derevensky raised these same concerns in a letter sent last week to Reps. Bachus and Barney Frank (D-Mass.)
Derevensky believes there is an opportunity for Congress to better protect consumers in a regulated environment. “If Congress is serious about minimizing the threat posed by Internet gambling, it should look to create an environment where Internet gambling operators are required to put in place safeguards that protect against compulsive and underage gambling.”
Last week, a study conducted jointly by the University of Western Ontario and University of Nevada, Las Vegas called for the legalization and regulation of online gambling.
“Just as legalized commercial gambling in casinos allows for governments to regulate it, so, too, could the legalization of online gambling allow for better regulation and attempts to reduce the growth of problem gamblers,” said June Cotte, associate professor at the University of Western Ontario, as reported by Poker News.
Existing technology and security controls have already proven to be effective in addressing compulsive gambling. Safeguards currently available in the industry include the ability to control the amount of money wagered, set limits on amounts bet and amounts lost, restrict the duration that someone can play, identify and stop players whose gambling patterns seem out of the ordinary, and allow for consumers to be excluded from online gambling.
“It is disappointing that Rep. Bachus is using scare tactics and false claims in an attempt to justify why Congress should limit my ability to gamble online,” said Jeffrey Sandman, spokesman for the Safe and Secure Internet gambling Initiative. “We are encouraged by the academic community’s support of Internet gambling regulation. They emphasize the important point that consumers will be better protected if there are safeguards put in place to combat underage and problem gambling.”
The Internet gambling Regulation and Enforcement Act of 2007 (H.R. 2046), introduced by Rep. Frank, would establish an enforcement framework for licensed gambling operators to accept bets and wagers from individuals in the U.S. It includes a number of built-in consumer protections, including safeguards against compulsive and underage gambling, money laundering, fraud and identity theft. A companion piece of legislation that would ensure the collection of taxes on regulated Internet gambling activities, the Internet gambling Regulation and Tax Enforcement Act of 2008 (H.R. 5523) was introduced by Congressman Jim McDermott (D-WA).
Additionally, Rep. McDermott introduced last week, the Investing in our Human Resources Act (H.R.6051), which would direct new revenue generated by regulated Internet gambling activities to be spent on job training for those in the declining sectors of the economy and educational assistance for foster care youth. The bill also includes provisions to encourage responsible Internet gambling behavior and an awareness of unsafe practices, something which has been praised by problem gambling advocates.
“Though I support the dedication of resources to raise awareness about problem gambling, I encourage Congress to also provide appropriate funding for research, treatment and the prevention of problem gambling,” added Derevensky.

Congress Moves to Dedicate $40 Billion in Internet Gambling Revenue for Job Training and Foster Care Programs

WASHINGTON, July 16 /PRNewswire-USNewswire/ — Rep. Jim McDermott (D-Wash.) introduced legislation yesterday that directs a potential $40 billion over the next 10 years to be spent on job training for those in the declining sectors of the economy and educational assistance for foster care youth. The legislation, Investing in our Human Resources Act of 2008 (H.R. 6501), would be funded through new revenue generated by regulated Internet gambling activities.
“We have an ideal opportunity to invest billions of dollars in American workers and our struggling economy without increasing the federal deficit,” said Rep. McDermott in speaking about the Investing in our Human Resources Act (IHRA). “IHRA would utilize a funding stream that would become available should Congress decide to legalize and regulate Internet gambling, which would protect consumers and collect tax revenue that is currently offshore.”
A provision in the legislation also encourages responsible Internet gambling behavior and an awareness of unsafe practices, something which has been praised by problem gambling advocates.
“I believe that the McDermott bill could be a positive step to help raise awareness about the dangers of unsafe gambling practices and the availability of addiction treatment,” stated the Executive Director of the National Council on Problem gambling Keith Whyte.
In a sign that the legislation has support from key members of the Democratic Congressional leadership, Reps. George Miller (D-Calif.) and John B. Larson (D-Conn.) are original co-sponsors of the legislation. Rep. Miller is a member of the Democratic Leadership and chairman of the House Democratic Policy Committee. Rep. Larson serves as vice chair of the Democratic Caucus and assists in organizing and running the Democratic Caucus.
Introduction of IHRA demonstrates the growing support in Congress to regulate Internet gambling.
“It is encouraging that Congress is seeking to regulate Internet gambling and put the billions in new revenue to good use,” said Jeffrey Sandman, spokesman for the Safe and Secure Internet gambling Initiative. “We need to change the current path, where the prohibition of Internet gambling allows for billions of dollars to be lost in an underground, uncontrolled marketplace ripe for criminal exploitation.”
Revenues from regulated Internet gambling are estimated to be between $8.7 billion and $42.8 billion over 10 years, according to a recent tax revenue analysis prepared by PricewaterhouseCoopers. Through IHRA, these revenues would be allocated annually to each state through a new Transitional Assistance Trust Fund. A state would be entitled to receive its allotment based on its percentage of the total population.
To generate additional support for IHRA, Rep. McDermott circulated a letter to all members of Congress. It includes a chart indicating projected allocations of funding by state. A copy of the letter is available at .
Previously, a framework to regulate and ensure the collection of taxes on Internet gambling activities was proposed in companion pieces of legislation introduced by Reps. McDermott and Barney Frank (D-Mass.)
The Internet gambling Regulation and Enforcement Act (H.R. 2046), introduced by Rep. Frank in April 2007, establishes an enforcement framework for licensed gambling operators to accept bets and wagers from individuals in the U.S. It would include a number of built-in consumer protections, including safeguards against compulsive and underage gambling, money laundering, fraud and identity theft. The legislation would also reinforce the rights of States to control what, if any, level of Internet gambling is permissible within their borders, including the ability to apply additional taxes, and to ensure that appropriate consumer protections and limitations were in place.
Rep. McDermott’s earlier bill, the Internet gambling Regulation and Tax Enforcement Act (H.R. 5523), would ensure the collection of taxes on regulated Internet gambling activities. A revised version of the bill, introduced in March 2008, includes an enhanced reporting mechanism under which licensed gambling operators are required to provide each customer an annual statement of winnings and losses. It also establishes a two percent licensing fee that is paid by the operator, not the individual gambler. The licensing fee is designed to equalize the costs of operation in providing gambling services online, as opposed to brick-and-mortar casinos providing gambling services in-person, and would only be applied to online operators.

NEW YORK, July 15 /PRNewswire/ — bet Networks and Marvel Animation are teaming up to produce an animated series based on the legendary superhero, THE BLACK PANTHER. Casting is already underway for the series that is slated to premiere in the first quarter of 2009. A special sneak preview will premiere at Comic-Con in July during BET’s panel on Saturday, July 26. The series will be adapted directly from the first six issues of the Marvel Comic written by Reginald Hudlin (issues #1 - #6 “Who Is The Black Panther”).
The partnership between Marvel Animation and bet Networks marks an important milestone in the expansion of the channel’s animation division and the realization of a project that has been a labor of love for BET’s President, Entertainment, Reginald Hudlin.
“As a lifelong comic book reader, I didn’t think anything could top the excitement of writing one of my favorite characters, the Black Panther. I’m so proud I’ve been able to maintain a successful run of the series over the past three years while keeping my ‘day job’ of programming a network. The Black Panther has always been an inspirational character to me, and now I get to share that inspiration with the widest audience he’s ever had.
“I’m very excited to be working with Marvel. It’s been great working with Joe Quesada and Axel Alonso on the publishing side, and I look forward to a similar experience with Eric Rollman and his team at Marvel Animation.
“I want to give special thanks to Denys Cowan, my SVP of Animation, who is doing a fantastic job of bringing the art of John Romita Jr. to life,” says Hudlin.
Eric Rollman, President of Marvel Animation adds, “The Black Panther is a working example of Marvel’s initiative to broaden our fan base by working with new and innovative partners. Reggie and his team can uniquely take material that is near and dear to them and re-imagine it for a whole new audience. We look forward to a long and successful relationship with BET.”
THE BLACK PANTHER animated series is executive produced by Reginald Hudlin, President, Entertainment and Denys Cowan, SVP Animation for bet Networks. Eric Rollman, President of Marvel Animation, and Cort Lane, Director of Animation Development, are the executives on the series for Marvel.
